Five years of suppressed safety data, a 98.6% compensation denial rate, and 40,000 Americans left behind. Today, React19 and ICAN are putting the FDA on notice, the agency cannot keep moving forward while leaving the injured behind.

React19 and ICAN teamed up to put health authorities on notice, directly sending to HHS Secretary, FDA Acting Commissioner, and NIH Director. Aaron Siri then presented it as formal oral comment before the FDA’s vaccine advisory committee.

 

Safety signals were dismissed. A compensation system with a 98.6% rejection rate. Clinical trial deaths that were never statistically analyzed. And known treatments for vaccine injury that were never disclosed to patients or doctors.

 

Five years of abandonment, across two administrations.

 

The React19 letter tells the full story in two acts. In the first, beginning in early 2021, federal health officials at the NIH, FDA, and CDC privately acknowledged COVID-19 vaccine injuries while publicly denying them. The NIH launched an injury study, flew patients to headquarters, treated them with therapies withheld from the broader medical community, and then vanished. By September 2021, they denied the study ever existed.

The second act was supposed to be different. The new administration came in with promises: CICP reform, a vaccine injury clinic at the NIH, research funding, an ACIP meeting to finally address COVID-19 vaccine injuries. Every single one was cancelled, abandoned, or quietly dropped. The pattern of private acknowledgment and public silence continued, under different leadership, unchanged.

At the center of the submission are 50 first-hand accounts of COVID-19 vaccine injury. A 16-year-old who died of sudden cardiac failure, an FDA investigation was conducted in 2025 and the findings were never disclosed. A young father with ALS, robbed of time with his son. A nurse left permanently disabled, referred to hospice because no federal guidance existed to help her. A 32-year-old who has accepted he will likely die soon. A retired physician who communicated with Peter Marks directly,  and was ignored.

 

Fifty people. Fifty names. Fifty lives the FDA has never been asked to account for, until now.

 

Sean Ryan,  — Twenty cardiac arrests in 18 hours after his second shot. Five years later, 39. His heart keeps failing despite an internal defibrillator. He holds onto four words he wants to believe: "Persistence is Key."

Nikki Holland, TN — A physical therapist and mother of three, life-flighted seven times, now wheelchair-bound with a permanent breathing tube. She is fighting to live long enough to see her children grow up.

Charlie Bell, NY — A marine electrician who worked on U.S. Navy ships, now disabled by an autoimmune disease attacking his muscles. "I am now disabled with no quality of life from the pain and suffering."

Michael Tilaro, NC — A healthy bank executive left disabled by Stiff Person Syndrome, CIDP, and full-body neuropathy. He wrote to his U.S. Senator: "life has been ruined physically and financially." No one answered. He flew to Switzerland and ended his life. His case was sent to the FDA for investigation. Nothing was investigated.

The demands are simple:

  • Identify and publicly disclose all safety signals.

  • Reform the compensation system so the injured have a real path to relief.

  • Provide proper medical guidance on COVID-19 vaccine side effects.

 

After five years of silence, the message sent to the health agencies is loud and clear:
